DELTA’s participatory approach was developed in East Africa in 1974 in an education-for-development program based on a philosophy and methodology of people’s participation in a wide range of community development initiatives.

From its beginnings in Kenya, the program spread to many other African countries throughout the ‘70s and ‘80s.

DELTA’s pedagogical approach was later adapted (under varying names) to a variety of human and community development programs in over forty countries world-wide from Australia to Britain, Ireland and North America, from India to South America.

Following the influx of international relief agencies to Kosovo in 1999-2000 to address the refugee resettlement and rehabilitation needs, DELTA was invited to the Balkans in 2002 to enhance longer-term development initiatives, as well as capacity-building for staff of NGOs and civil society organisations.

Since 2006 DELTA has expanded its work beyond Kosovo to other areas of the Balkans, including Bosnia-Herzegovina, Macedonia, Montenegro and Serbia, where the major focus of DELTA’s programs is on training and building inter-ethnic dialogue and cooperation, based on human rights and participatory democracy
